First things first, thank you to the NHL schedule makers for not scheduling an Oilers playoff game on a Council night during Round 2. Let’s hope that continues throughout the playoffs! Now, with that said, here’s a look at what will be on the Agenda for Monday’s City Council Meeting:
CSAB Recommendations – Community Events Grant – Recurring Community Events: This report brings forward a recommendation from the Community Services Advisory Board (CSAB) for allocation from the 2017 intake of applications for the 2017 and 2018 “Recurring” Community Events Grant Program for Council’s consideration and approval.
Budget Adjustments: The purpose of this report is for Council to review Administration’s recommended amendments to the approved Operating or Capital Budgets, prior to the finalization of the annual tax levy. The recommended changes will reduce the average residential/non-residential municipal tax increase from the approved 2.3% to 1.6%.
Policing Committee Bylaw: Council has directed Administration to draft and present a Bylaw for the establishment of a formal Policing Committee. This report is being presented to share the proposed Bylaw as well as recommended motions to properly resource the new committee.
Public Hearing (5 p.m.): Land Use Bylaw Text Amendment, Direct Control Mixed Use (DCMU) Land Use District: The purpose of this report is to bring forward second and third readings of City initiated amendments to the Direct Control Mixed Use (DCMU) District of the Land Use Bylaw (LUB). Prior to the additional readings, an amending motion from Councillor Hughes will also be debated.

Alberta Resource Recovery Centre MOU: Councillor Hughes has provided the following notice of motion: “That St. Albert administration explore options with the Alberta Resource Recovery Centre Ltd. for how the city could benefit from participating in the development, report back the potential benefits and costs to council and present an MOU for council’s consideration by Q3 2017.”
Tobacco Retail Licensing Bylaw Amendment: Councillor Hughes has provided the following notice of motion: “That the Tobacco Retail Licensing Bylaw 20/96 be amended to allow for license transferability in the case of new ownership and that pro-rated fees are added to Schedule A of the Bylaw.”
Amendment to Budget and Taxation Guiding Principles: Councillor Hughes has provided the following notice of motion: “That Budget and Taxation Guiding Principles, C-FS-05, Section 9 (C) is amended to add a provision that the first $500,000 of each year’s surplus is applied to reduce the following year’s tax rate.EG: the first $500,000 surplus from the 2017 budget would be used to reduce the 2018 tax rate.”
Gold Presenting Sponsor – Homeland Housing Better Living: Councillor Brodhead has provided the following notice of motion: “That the City of St. Albert become a Gold Presenting Sponsor for the Home Land Housing Better Living fundraising event in the amount of $5,000 to be funded through Council Contingency as per C-CC-21 Council Sponsorship.”
Akinsdale Arena Press Box: Mayor Crouse has provided the following notice of motion: “That $85,000 be approved from the Capital Fund Reserve to design and construct a stair access/egress to/from the Akinsdale Arena press box as per IR 567.2017 and that a Project Charter be prepared to have the specific plans documented.”
Council will also be moving in camera to discuss a recommendation related to the Community Recognition Program, to receive an update on Tri-Party discussions and for a dialogue with the City Manager. As always, please let me know if you have any questions or comments.
