This past weekend showcased so much of the best of St. Albert: Relay for Life, St. Albert Pride BBQ, Father’s Day Soapbox Derby, National Aboriginal Day celebrations, Food Trucks at the Grain Elevators and so many other events. Thank you to all of the volunteers who make these events possible!
Now, here’s a look at what will be on the Agenda for Monday’s City Council meeting:
Standing Committee of the Whole Recommendation: RMR Capital Municipal/Utility 10 Year Plans: This report presents the 2017 Municipal and Utility RMR Capital Budgets for Council’s consideration and approval for planning purposes. This is one of the first steps in developing the 2017 Budget. The Repair, Maintain and Replace (RMR) budget represents the expenses related to maintaining the existing infrastructure within our community.
Youth Council: Last Fall, I brought forward a motion to establish a Terms of Reference for the creation of a Youth Council for St. Albert. The purpose of this week’s report is to share feedback received from St. Albert’s youth and young adults in regards to the creation of the St. Albert Youth Council and a proposed Terms of Reference for such. My hope is that we are able to begin recruitment for the Council this Fall.
City Funding Supporting Affordable Housing Initiatives Review: This item is being brought forward in response to an information request from Councillor Brodhead asking for Administration to review city funding which supports affordable housing and housing services to determine the efficiency of funding multiple agencies with similar mandates. Administration has come forward with the following recommendations:
- That the policy for Emergency/Crisis funding, currently under development by Administration, include funding parameters for program service duplication.
- That Administration take steps to negotiate and bring forward for Council’s approval, a Memorandum of Understanding (MOU) between the St. Albert Housing Society and the City of St. Albert on the use of net revenue from Big Lake Pointe on the units owned as a result of the City’s investment in the project land, and that the terms of any such MOU be tied into future operational grant funding allocations.
- That Administration review Council Policy C-FS-12 – Outside Agency Budget Guiding Principles and bring forward any recommended amendments necessary to provide additional clarity on alignment with Council strategic priorities, and criteria for operational funding sustainability for Council consideration.
Council Policy C-CS-19 – Special Events Permits: The purpose of this report is to obtain final direction and disposition of the requested policy to govern the permitting of Special Events on public lands.
Council Policy for Support for Refugees: To provide for Council’s consideration a policy solution to provide some community support to any refugees that happen to take up residency in St. Albert. The following statement, if approved, would be added to the City’s Recreation & Culture Subsidy Program, “Anyone who has entered Canada as a landed refugee and has taken up residence in St. Albert shall, upon application, be provided with a one time annual membership at Servus Place Recreation Centre and a one time annual transit pass.”
Time Extension Request – Stormwater Rate Model and Implementation Plan: Administration is requesting additional time to return to Council on suggested changes to the Stormwater Rate Model. A previously passed motion gave direction, “That Administration design a new rate setting methodology for the stormwater utility that calculates rates based on property lot size.”
Municipal Resolution Services: Mayor Crouse has provided the following notice of motion: “That the Mayor be authorized to invite a representative from Alberta Municipal Affairs to provide a brief presentation to Council to explain its services and grant opportunities with respect to their Municipal Dispute Resolution Services.”
Request for Ministerial Inspection: Councillor Heron has provided the following notice of motion: “That Council request an inspection by the Minister under section 571 (1)(b) of the MGA into the conduct of 572(2)(a) the affairs of the municipality and 572(2)(b) the conduct of a councillor and an employee or agent of the municipality.”
Residential Owner Taxpayer Survey: Mayor Crouse has provided the following notice of motion: “That $30,000 be funded from the Stabilization Reserve in 2016 to complete a residential owner/taxpayer survey (n=1,600) (determining only residential owners/taxpayers during the survey process) to rank, in order, the importance to construct and pay through a tax increase, an additional library or an additional arena or an additional lane aquatics facility, and that Council approve the survey questions prior to commencement targeted to be completed by October 24, 2016.”
Consent Agenda: Councillor Heron has provided the following notice of motion: “That Council continue to utilize the “Consent Agenda” option as described in Section 22 of Bylaw 35/2009, Council Procedural bylaw.”
YMCA: Councillor Hughes has provided the following notice of motion: “That Administration enter into discussions concerning a potential Memorandum of Understanding (M.O.U.) to explore how the City of St. Albert and the YMCA could potentially partner and collaborate to meet the future recreation needs of St. Albert and to report to Council on the progress of these discussions by the end of Q3 of 2016.”
