Here’s a look at what’s on the proposed Agenda for Monday’s St. Albert City Council Meeting:
2016 4th Quarter Report: The City of St. Albert Corporate Quarterly Report – Quarter Four 2016 provides Council with regular and formal communication from the City Manager about progress during the quarter ending December 31, 2016 related to City Council Policy C-CG-02, City of St. Albert Strategic Plan approved by Council on February 1, 2016.
Local Route Restructure Transit Service Policy: The revised Transit Services Policy C-TS-01 contains a series of guidelines that will serve as the basis for future transit planning and operational decisions. The approved policy will also guide Administration’s upcoming local route restructure.
Inclusive Hiring Policy Update: On September 22, 2014, Council approved City Council Policy C-HR-03, Inclusive Hiring. The policy requires that Administration provide a progress update to Council, once every three years, on the implementation and achievements related to this policy.
2017 Mobile Vehicle & Equipment Purchase (Sole Source): Administration is requesting that they be authorized to sole source the purchase of one 2017 Toro Groundsmaster 5910-D 16-foot Wide Area Mower for the sum of $134,022.00.
Operating Carry Forwards & Completed Projects: This report provides Council an overview of the 2016 Operating Carry Forwards and Completed projects funded from reserves for consideration and recommendation to Council.
Public Hearings (Scheduled for 5 p.m.):
Bylaw 1/2017 – 11 Mill Drive Application for Redistricting: At the January 23, 2017 Regular Meeting of City Council Bylaw 1/2017 was given first reading. The following report addresses questions raised during the January 23 Public Hearing as well as information requested by Council including Development Permit conditions for a Direct Control (DC) District and a legal opinion on options for heritage preservation for this site.
Bylaw 18/2016 – Digital Display Signs – New Public Hearing: The purpose of the report is to outline the proposed amendments to the Land Use Bylaw to allow for the introduction of digital displays with static images on fascia signs, freestanding signs, and billboards.
Bylaw 12/2017 – Smoking Bylaw: As a follow-up to the Agenda Report dated January 9, 2017, the purpose of the report is to outline the proposed amendments to the Smoking Bylaw 1/2004 (“Bylaw”) and their corresponding rationale.
Council Information Items: The following items are presented for information only:
Zero Waste Process: Councillor Hughes has provided the following notice of motion: “That Administration prepare a report for Council’s review before the end of Q3 of 2017 of the potential feasibility, land requirements, estimated capital and operating costs, social and environmental and economic benefits, and risks of implementing a zero waste process and ancillary processes and infrastructure in St. Albert to manage its solid waste, similar to what is being implemented in the Wood Buffalo region.”
Whistleblower Protection Policy: Councillor Hughes has provided the following notice of motion: “That Administration develop for Council’s approval a whistleblower protection policy similar to that of City of Edmonton and other communities with internal auditor before the end of Q3 2017.”
Three-Way Stop: Councillor Russell has provided the following notice of motion: “That Administration take steps to install 3way stop signs at the corner of Grenfell Avenue and Grosvenor Boulevard prior to May 1st, 2017.”
Council will also discuss a land matter, a matter related to the Erin Ridge Traffic Calming Committee and our regular City Manager dialogue in camera.
