Council Meeting: August 28, 2017

I hope everyone is having a nice weekend. If you’re out and about on Sunday, be sure to check out one of the many lemonade stands around St. Albert in support of the Stollery Children’s Hospital Foundation. Now, here’s a look at what is on the proposed Agenda for this week’s Council meeting:

Erin Ridge Traffic Committee (4:30): The purpose of this report is for the Erin Ridge Traffic Calming Neighbourhood Consultation Committee to provide their annual report to Council. The report can be found here.

CSAB Recommendations – Community Capital: This report brings forward a recommendation from the Community Services Advisory Board (CSAB) for allocation of funding from the 2017 Community Capital Grant Program for Council’s consideration and approval. Specifically, “That SIGIS Child Care Society be awarded a 2017 Community Capital Grant in the amount of $7,439 to assist with the kitchen renovations to their new Youville Home location.”

Annual Review of Financial Policies: Each year, Administration is required by policy to review specific Council financial policies. All such policies have been reviewed by Administration and proposed amendments are provided to Council for consideration. Some of the recommendations are based on specific Council motions and others are recommendations from administration for purposes of completeness and clarity.

Affordable Housing Grant Fund Reallocation: The purpose of this report is to obtain Council direction for the reallocation of the remaining provincial affordable housing funding allocated to the City between 2007 and 2010. Specifically, “That $105,264 from the Affordable Housing Grant funding be reallocated to the Rental Assistance Program, including all remaining interest and any related reimbursements due to the original program funds.”

2017 Q2 Corporate Report: The City of St. Albert Corporate Quarterly Report – Second Quarter 2017 provides Council with regular and formal communication from the City Manager about progress during the quarter ending June 30, 2017 related to City Council Policy C-CG-02, City of St. Albert Strategic Plan approved by Council on February 6, 2017.

Public Hearing (5 p.m.): Bylaw 29/2017 -Land Use Bylaw Amendment 149 – Group Homes: The purpose of the report is to outline the proposed amendments to the Land Use Bylaw that would result in changing ‘Group Home’ from a discretionary use to a permitted use in the R1 and R2 land use districts.

Council Motions:

Food Bank Building: Councillor Heron has provided the following notice of motion: “That the City owned land in Campbell Park (65 Carlton Drive) be considered for use in a stand alone new Food Bank building on a combination of the Food Bank and some other future facility.”

School Site on Badger Lands: Councillor MacKay has provided the following notice of motion: “That administration work towards allocating an 8 acre school site of the city owned badger lands.”

Directional Signage for Bike Riders: Councillor MacKay has provided the following notice of motion: “That the City erect signage directing bike riders to dismount at collector and arterial roads and rely on the provincial Highway Traffic Safety Act.”

Council will also be moving in camera to discuss the following items: Naming of Campbell Park & Ride Building, Naming of the Riel Park Amenities Building, Council/City Manager Dialogue and CAO Performance Management Policy and Quarterly Review. Council will also be meeting on Tuesday to receive the Municipal Inspection Report. The public portion of the meeting is anticipated to begin at 4 p.m..
